Would the Arbiter send Arthas to the Maw anyway, or was there a chance he’d end up somewhere else, if wasn’t it for Uther & Devos?
uther said he was punished the things they did to arthas was apperently quite extreme if his in the maw or not who can say if we got by edge of the night then yes his in there
Here’s another question, in case he wouldn’t end in the Maw would he had gone to:

That’s where Uther is. Definitely not. -
Night Fae ?
That’s where Cenarius is.
Probably that’s a place where a Night Elf and probably a Tauren soul would go to. -
Necrolords ?
That’s where Draka is.
The realm of the strongest survive the weak dies. -
Venthyr ?
That’s where Kael’thas is.
For all his faults, Kael’thas actions weren’t even close to what Arthas did.
However:

I would go with two scenarios:

Arthas would had end in the Maw but after being judge.
This is where Uther & Devos made the mistake.
As in real life, you do not do justice by your own hands. The authorities are in charge of that. -
He would possibly end in Revendreth.
It’s the only realm that can remotely fit his profile.

Arthas would be going to the Shadowlands without Ner’zhul’s influence going along. He would be the same “evil” as before picking up the Frostmourne.
I’d say he’d go to Revendreth.
he was already evil before picking up the blade his going straight to the maw the things he did as a paladin are not redeemable

I think he probably would have gone to the Venthyr and be repenting for this sins for a very, very long time.
he betrayed his own men, betrayed the mercenaries he hired to fight for him, exceeded his authority as prince when he ordered the culling of stratholme such decisions are the realm of the king not the prince which is why the king had him and his men recalled he betrayed his oath as a paladin when he became consumed by vengeance … and those are only the crimes he did before he become a death knight none of this can be blame on frostmourne stealing his soul or such nonsense
I mean, was he that much worse than Garrosh?
It would be impossible to surpass garrosh’s crimes which is why i found it odd that he was being “redeemed” that little mana bomb of his destroyed infinite number of theramore’s across infinite realities meaning the blood of his hand is quite literally infinite
Either way, I suppose its up to the Arbiter. It might not be as strict as we assume.
No matter what you did, if you’re deemed as redeemable then you’re off to Revendreth.

It could have been any orc but… it definitely immediately gave me Garrosh vibes the second I saw it.

In order for Garrosh to get to the point Arthas had been he would had to murderer the equivalent of an entire Human Kingdom worth of Orcish clans, personally kill Grommash Hellscream if he was still alive and kill a mentor figure.
Also betray people who served him.
Like Arthas did to his mercenaries.
Slaughter an entire race that fought on the Horde side like the Amani Trolls.
That would be the equivalent to the High Elves living in Silvermoon.
This the main fault of Arthas: you do not kill your own kingdom and father.
Garrosh for all his faults did none of that.
He waged War on the Alliance.
He fought the Horde because he failed to keep everyone by his side.
Had Arthas did the same on the Alliance side as Garrosh, his case would be much stronger.
Either way that’s just my opinion.

Considering how the Lich King, Eyir and Bwonsamdi talk about Sylvanas, and considering Arthas has done pretty much the same (which brings up the question is Sylvanas really that different from Arthas in the end? But that’s a discussion for another time).
He killed thousands, trapped many souls in his sword and upset the balance by raising all those undead.

This is true however. Just because someone deserves X doesn’t mean you can just take the law into your own hands.
Even for Garrosh they made a trial (though he manages to escape).
I might be mistaken, but Bolvar says Shadowlands are infinite, and even though I have no idea where or when, I think I watched Ian or someone say the same thing, and that there are more zones, but we’ll only be visiting these 4.
Meaning Arthas’ destination doesn’t have to be limited only by these four covenants.
After watching the animated short a little more, is it just me or does there seem to be an image not unlike Maldraxxus that appears in Arthas’ eyes for a few seconds, right before the Kyrian lady and Uther ‘claim’ him?
Kel’Thuzad ended up in Maldraxxus and he was also pretty messed up, maybe Arthas got sent there too and was intercepted by Uther?
Imo Arthas’ actions can be seen many different ways, you could argue that before Arthas got the sword he wasn’t inherently evil, he was simply doing what needed to be done to save his people. Ofc the things he did as the Lich King were irredeemable and no one is questioning that, but how much of Arthas was there left when he did these things? No one can really answer that.
