WoW Causing all other applications to suffer 0 FPS or Massive stutters

I recently upgraded my computer, prior to this everything worked fine.

I have 2 monitors hooked up to my PC and whenever im playing WoW on my main monitor and try to put something like youtube, twitch or even an application that’s not a browser (Like task manager) on my other screen it goes to 1 fps or stutters super hard.

I’ve tried so many different things and I’ve ran out of ideas. I’ve turned off Hardware acceleration on everything (Bnet, Windows, Chrome)

I’ve monitored my Ram, GPU, CPU usage while having WoW open but none of them are even crossing 60% usage.

Current specs of my new PC:
AMD Ryzen 7800x3D
RTI 4070
32gb Ram
Windows 10

I’m pretty sure everything is up to date for drivers but happy to post a dxdiag if someone could take a look?
It’s driving me crazy and i’ve spent countless hours looking for a fix, desperate for help!!

I’ve seen some posts in the past describing your issue with a two monitor setup where it was being caused by having each monitor on a different resolution or refesh rate, or using free sync.

No idea if that applies to your setup but thought i’d mention it just in case it helps.

What is your background FPS setting in WoW set to?
If you set a limit try turning it off.

Do you have G-sync on?
What are the specs of both monitors?
