Open Windows Firewall Settings. Add a new exception for WowBrowserProxy.exe or verify the current one is correct.

Check the ‘UTILS’ folder in the World of Warcraft directory. Make sure it contains subfolders named cache and cookies.
(example path ..\World of Warcraft\_retail_\Utils\cookies\)

Open battle net. Right click the icon on your taskbar and select Pin to taskbar if it’s not pinned already.

Close the battle net client completely and wait a minute.

Hold Shift and right click the battle net icon on the taskbar.

Select run as Administrator.

Run the Repair Tool from the Options drop down menu near the top of the launcher.

Take a bath. Optional.

Once complete, run the game. Verify the Help issue is fixed.

Exit game and battle net client. You wont have to perform this process again.
Having recently re-installed wow from scratch this seems to be an error in the install process. There is some failure when creating the folders correctly and/or the firewall rule creation is required and not implemented.
