Does the wrath of the jailer no longer spawn? I’ve been hunting it down for like 3 days now and it hasn’t appeared yet. Is there a new gimic that’s been going on with all the jailer shenanigans in zereth mortis or what?

I have the same question. I am trying to get the Primordial Arcane Memory on my druid and this event never seems to spawn.
Too busy fighting Echo and Liquid 
You have to be in the Maw for it to show up on your map. It won’t show up if you check your map from Oribos or any other place. It spawns every two hours, so camp it out in the Maw.
