Is there a world where they swap the position of combat wisdom and ascension in the talent tree to make the passive expel harm optional?

Quite unlikely. It’s hard to imagine that removing expel harm as an active spell wasn’t the intention, so I don’t see why they would just revert that decision. As for why they did that, well, probably to address button bloat and resource overflow. Even if Combat Wisdom became optional, they likely wouldn’t add Chi generation back to EH.
