Can we XP lock in wotlk at 79? Which NPC?

Besten and Slautz in Stormwind and Orgrimmar can halt your xp, it costs 10g to turn it off and another 10g to turn it back on.

During XP off weapon skill leveling still possible?

You can still level professions, so I assume weapon skill too.

It locks the XP only.
