This story makes no sense, If a group had an ilvl requirement you shouldn’t have even been able to join but even if they weren’t using the limiter the leader would have still seen your ilvl before you ever got invited…
And as general advice for anyone having trouble getting into mythic groups
JUST MAKE YOUR OWN GROUP.
Seriously just host your own runs label them as chill and you’ll easily find like minded players to play with you.

The rewards for emissaries and WQs scale with you, it’s meant as a basic progression curve. All part of what I call ‘keep you playing longer’ metrics. Most people will give their alts catch up tokens. If you do not have these then you have to play the gear up game until you get there. The AH also has a selection of crafted gear or maybe you can make some yourself.
Do you not have some guildies or friends that can boost you through some low M plus or even just M0s to pick up some gear?
I geared my covid alt with wq in two days.Those quests reset every 8 or 12 hours.

If i remember correctly ,BFA prepatch world quests were rewarding Antorus hc equivalent something like that .
We san safely assume it will be same with Shadowlands
So if you don’t plan to raid or play rated pvp i would not bother gearing tbh.
In case you plan to do end game content, i would spam normal dungeons for 400 gear and then do WQ.
Also you can buy some items in AH fairly cheap.
