Care to explain? Means it can be farmed multiple times in single lockout?
No, it means that if you are now on a lockout to Kara from before the Prince was put in, you can still go there and kill him, as he will be there for you in your present lock out - until you kill him or yout lock out expires.
You can kill him only once per lock-out.

Only you are lucky if there someone other who got same your ID lockout didn’t killed him before you go to there.
This might indeed be so, I do not know.
So a tip to group up with the same group with whom you did Kara last time.
