Due to phasing regarding the introduction to BFA and the fact Zandalari trolls skip that automatically, they always have the Valley of Strength inn (“The Broken Tusk”) occupied by Nathanos, Rokhan, and First Arcanist Thalyssra in a phase that would normally lead to the introduction to BFA.
As a result, I cannot do anything in said inn for any quests involving its interior (i.e. The Hallow’s End candy bucket).
