If I look at Kalimdor, Eastern Kingdoms and Northrend, the level cap for some characters is 30 (mobs won’t level above 30) and for other characters it is 71. What could cause this difference?
I want the level cap be 71, not 30, because I like questing in both old and new contents. My chars are between level 40 en 45.

If you’re not in a Chromie Time then the zones will have caps. If you are in Chromie Time then the scaling will be the same for all zones, even for the ones not part of the expansion you’re currently doing.
