Why Diablo IV so laggy on good PC? FPS drops. High ping Technical Support

Why Diablo IV so laggy on good PC? I need playing with lowest graphic settings for comfortable 60 fps, event that fps not stable and spikes down to 10 fps or sometimes even 6 fps for no reson! And ping sometimes reaches 300ms with a medium about 230ms! Its crazy cause i have 1Gbit mirrored network and ping test for Germany (Frankfurt) from Turkey (Antalya) like 40-60ms, even China 130ms LOL I`m sure that i have not viruses at all, cause all other my AAA games like Witcher, GTA, Starcraft, CS:GO…
