Of course not, but that is a temporary convenience in the narrative. You cannot argue that Silvermoon is a shared city anymore than you can argue that Dalaran is safe and whole above the Broken Isles.
And perhaps one day Blizzard does a phased version of the city to reflect that reality, maybe if faction tensions ever rise again.

I donât think anyone said it should be shared, or that ownership isnât going to remain Horde.
But where is the source that says It wonât be open to anyone except Alliance Thalassian Elves?
All the NPCs helpfully reminding folk that the Alliance presence is temporary.
Thereâs a third of the city where Alliance are just kill on sight. The Alliance is tolerated for the moment, not welcome.
The same could be argued for Horde in Belâameth.
Except the tolerance is permanent. Horde arenât welcome in the sense where they can put up their feet and buy a drink at the inn. They can still venture there, without being stopped.
I reckon itâll be the same for Silvermoon. Any Alliance will be met with suspicion and closed doors, but they wonât be forcibly removed except for the areas that are strictly Horde-only now, which will likely extend post-expansion, for security purposes.
Difference is there isnât a single Horde NPC in Belâameth and you arenât seeing Horde players being angry because of that. Once again it is only high elf fans who think they are entitled to something currently owned by the other faction.
Because it wouldnât make that much sense for Horde to have an active presence in Belâameth other than maybe some Horde druids.
As opposed to Silvermoon and High/Void Elves, who have deep ties to the city and its people, some might even be family.
No you donât. You donât have any ties. You chose humans over your nation. You arenât welcome any longer. Has been set this way long ago. You feeling bad about it wonât make us feel sorry about it. If the other elves were infact your family you would have left the allaince when we told you to do. But you didnât.

It doesnât change the fact that High Elves have more logical reasons to be allowed to stay in Silvermoon than Horde would have to stay in Belâameth.
Especially when they all contribute to the safety of the Sunwell.
Donât get me wrong, I abhor the writing for the entire setting, but it is what it is.
Also thereâs apparently a Quest hopefully not the part of main story because hell if I do that on my Blood Elf where you go and calm down Silvermoon Citizens that are openly protesting against Army of Light being allowed into the city.

Facts is Silvermoon is a Horde city. And if the faction war returns the Blood elves would be against the alliance.
in the lore the high elves are allowed pilgrimage to the sunwell and thats about it. there is currently no lore as far as i know. that allows high elves back to silvermoon..
But then again blizzard did say that this expansion was about unitng the elven tribes. so weâll se how far that goes.
But just because high elves would be allowed back. doesnât mean that invitation extends to the rest of the alliance. At least in lore.

the Forsaken are the reason the elves were able to recover the Ghostlands. Sylvanas literally send an entire army to help killing DrakanâDrathir.
and later down the line the Orcs and elves joined in Outland too to look for Kaelâthas and the Magâhar which was a joint effort too. We even build a whole new settlement in HP and had a battallion of Magisters in Thrallmar to fight off the Fel Horde. How many times do Blizzard need to double down their takes until the most stubborn fans accept the reality?

I am saying this to topple the delusions of anyone still believing Silvermoon will be neutral as long as the game is running.
I donât believe anyone thinks Silvermoon will become neutral in that sense.
And apparently they will be able. However thatâs not tied to their part in the Alliance. Thereâs more than enough logic that suggest that if they do they will have to agree to NOT act against the Horde though they will likely not be drafted to fight against alliance should a new conflict ever come out. In a very similar situation as it was in Dalaran where both Silver Covenant and Sunreavers could not use Dalaran to directly support their faction. Except unlike Dalaranâs Neutrality, Silvermoon remains the part of the Horde.b
Itâs unlikely that the right for permanent stay will extend to any other members of the Alliance.
