What are the rules on level 1 horde character standing at the Org Portal telling an alliance priest below the org portal which people to dispell?
They also confirmed that they are helping them to dispell. Looks to me that someone is using characters on both factions.
Priest was called Maria and the lvl 1 horde was MariaLoveYou

For World of Warcraft specifically, allowing players who are playing characters aligned with the âAllianceâ faction to chat or otherwise communicate directly with players who are playing characters aligned with the âHordeâ faction, or vice versa.

This rules is not being enforced. I donât think it has been enforced since Wotlk (even if it was updated as late as 2016).
Also, Game Masters have confirmed that cross faction collusion is allowed (I donât have evidence for that claim). You can communicate cross faction directly in the client through battle.net friends and groups by default. So the rules doesnât make any sense today. And there are no other rules that forbid you from playing both faction on the same pvp server using 2 accounts and the rules basically say you are allowed to be a donkyhole on a pvp realm.
If they are using an outside program or the friends system itâs perfectly fine. If they are bypassing the inter-faction communication rules then thatâs a problem. Using two accounts is fine.
I suggest you report them and see what happens.

The portal area is the area anyone goes to who users a mage portal.
Thatâs an extraordinary claim so I would need to see some sort of evidence for that claim. Itâs not extraordinary that they got banned, but it is for the reason you stated. What did the note say for example?
A person using his work-related tools to do his job is extraordinary?

here is proof She posted her own screen shot from the conversation with serveral people on her own discord linked to her Twitch channel, where she streams raids from her main account. proving that she is actually using both to grief.

Itâs not illegal to have both horde and alliance on the same server as far as I know. Two accounts sorts that out. Alot of players have both factions on the same server to either spie on the enemy or even gank friends. I have no clue if it is against tos to use two accounts to dispelling tho.
Edit: Maria is a hardcore dispellerer anyways. Met her countless times in felwood. Where she usually have timers on all the SF spawns.

now i could start dispelling allies, as i do play all day every day. but what is the point in that? your literally just ruining the game for other people, your not fighting another player your abusing a single skill that has a permanent effect on the other player regardless of if you win or lose the fight. and you guys donât care if you die you want to do as much harm as possible. you are like a little kid with a stick that hasnât been told enough by their parents no, that is not okay. So you abuse the fact that after you leave a instance that even though its not a pvp area it still leaves you with a pvp marker, which you then abuse at the portal master to dispel people coming in trough a portal in a friendly non pvp zone. So you go from PVE to friendly zone and you some how are stuck with a pvp marker, thats whats happening and thats what is pissing people off, not that u sit in kargath and dispel people, not that you kill people in brm, not that you kill them in pvp combat, that you abuse the 5minutes of pvp you are stuck with regardless of the player not being in a pvp scenario or not, and that is what pisses people off that you abuse the friendly zone. now if if you realy want to make it a fight i will start doing the bad tactics that are being used, ill make 40 accounts fill em with 60 mages, and log in and kill every ally raid that goes trough the bwl portal see how fun that will be, i can afford it, i got the time to do it, but im not willing to be a ruin other peoples playtime to do it. im also hangry because i havent eaten in a while.
