Same as me from Germany, there is some small update something like 300mb, and i’m waiting more then 2 uhr but speed is way to slow.

About 30 kb/s here as well now. If I pause and unpause it’s a little faster for a while, but that seems to redownload the entire file it’s working on, so if the file is big I’m losing out with that solution.
Tried with ethernet and wifi, and also on mobile network via hotspot from my phone, which is otherwise very fast. Same terrible speed.
Your launcher is broken, Blizzard.
This time pausing the download and resuming it made it complete instant.
It has to be some bug in the launcher. This problem comes again and again randomly and the fix is every time some rnd stuff like restarting the wow.exe or pausing and restarting the download.
At this point i am sure there is no update and the launcher is just borked.
There is no throttle enabled, it never was. My download and upload works as always.
