Outside of that, Dwarves and Gnomes likely come from the tram - as do [I imagine] any other travellers coming to Stormwind from the north. The land routes into Stormwind are fairly rubbish, sinceā¦ what is there south of Stormwind of note / what absolute madlads are traversing Searing Gorge and Burning Steppes.
But the Town Crier NPC has been seen crying elsewhere, so why canāt an IC one do so? News needs to get around.

canonicity of the trade district being the most populated, which is undoubtedly such a minor point and is a hill u should not be dying on, has to be ignored on argent dawn BECAUSE of the oocers. i think you would be lying to me if you said oocers donāt bother you.

Ah yes, eardrums just rupturing each time the crier tried to yell things.
Stormwind is a big city in lore. I donāt think that itās crazy to assume that there are hotspots in SW where a town crier can reach many people aside from the trade district.

This is a good point. But per that logic the crier should be at those locations, not at the entrance of the Cathedral.
If people are 
talking the Light infront of the Cathedral Iāll encourage 'em to stop or leave, yes.
Then said crier would need to move around, instead of hugging the Cathedral & Lionās Rest.
i just love trading dia i just love it loads but i can ONLY do it in the trade district it is illegal otherwise
