Arenas always give rate and bgs give honor who don’t have a weekly cap.
The only limitation is conquest else you just need farm honor (who is infinite) or rate (who is infinite too) to be able to level your items.
It would be 100% reward limited if you needed conquest to level conquest items and not simple honor.
On Mythic plus you have a lot of limitations like valor cap, RNG to drop item, max 220 Ilevel, Raids (that is the main reason you can’t upgrade items to 226 to not make Mythic raid useless).
I will not talk about rate as limitations cause it can be compared with getting KSM, the base idea is the same.
The free gear of covenant set made most of that progress useless since you only get upgrades above +10 and none will invite you to a +10 with 197 Ilvl so vault sadly become mandatory for your progression.
Almost like it is now, well this patch is was pvp gear and boe gear.
Problem is all the raid difficulties. Should heroic raid drop higher or lower than m+ gear?
Assuming we get ride of the ¤#!"¤ weekly chest. They havent made it eaiser on themself, give even higher loot from 2 last raid bosses.
Mythic raid 233-226 (should have been 233-230)
Heroic 220-213 (should have been 223-220=
Normal 207-200 (should have been 210-207)
M+14 (after first 2 weeks) 220.
The fact that the item lvls cap is huge, even if it doesnt looks like it.
(“should have been”: something like that maybe lower ilvl all around).
They could add a currency that you can upgrade gear up 230 (around that ballpark).

Even those casuals will have something to work for to get better gear without raiding/doing m+, of course with scaling rewards on currency vs content you do.

Anyway just a suggestion. The current scaling and valor is just trash.
Myself dont have time nor want to take them time to become a mythic raider again, but I do love pushing m+, only issue is I can not get the top gear for pushing without start to raid mythic again. (I do love raiding more than m+, but its the time commitment that ruins it and of course the issue you need 20 players, heroic is fine, but it aint worth doing more than a few times). Tournament realm the solution?
I guess you get my point, I want best gear to push m+ from m+.
Mythic raiders should always be the ones with the BEST gear to push m+ (as it’s the hardest PVE content in the game and most time consuming).
Point is that a person who has only m+ focus can have agency and feel they are making actual advancements towards getting better gear RATHER THAN being dependent on the weekly casino spin.
Getting BIS gear if you don’t do all PVE content shouldn’t be a thing.
Vanila wow has one great moment that should be replicated as well for PVE gearing, the open world Silithus badge grind for a BIS item in one of your slots.
Created a lot of interaction between players, gave people with bad loot luck ability to grind out at least one slot, gave people something to do in the end of the day instead of semi-afk at Oribos and wait for queue.
They need to understand that gearing shouldn’t be a carrot on a stick, but a process with tangible results after invested effort. Wow designers do not get that at all. They are sitting with their spreadsheets and numbers and just trying to invent a way to get their engagement targets. They are not thinking like gamers at all when they create this game, and that’s why most people think its trash.

Before legion we just had highest difficulty raid and pvp. Now we got m+ also.
If we look at it a bit A4:
We got 3 game mode now, but if you want to compete in M+ you need to be mythic raider while pvp you just have to pvp (not 100% true, but Im sure you get my point).
We can of course go back to WoD style where challange mode gave you a gear cap in m+ to solve the gear issue.
I’m literally down to 99m per week for several weeks now (peaked at 5500m) because of how loot is currently handled. It sux and so boring. I would prefer vendors selling the loot though and valor is used to upgrade it. Badge gear from TBC was nice.
I want to gear up fast to push difficulty. The rng in loot is stupid and demotivating.
I mean, you’re right, but the other side is that doing M+14 gets you gear that is theoretically appropriate for higher keys; but neither raids nor PvP get you the same, and it feels disappointing. Especially PvP, where people are struggling to even break 1400 and get started on the upgrade chain.
Right now, most people’s “real” gear comes from the vault; and the vault absolutely tips you towards M+ grinding over mythic raids or PvP. M+14 keys are so much easier than the alternatives.
And let’s say you clear normal Nathria. Statistically you probably got 1x200 item as loot. Would it really break the game to load a 213 into your vault to give you a nudge towards heroic?
Or you hit up RBGs at rating 1000 until you had 3 rewards. Would it really break the game to offer you a 207, to get you started towards the next bracket?
2 of 3 layers in the vault are really unsatisfying
M+'s infinitely farmable nature, combined with the weekly chest provides for literally the worst retention mechanic in WoW. People hate on covenants, on the maw, on torghast as weekly “come back” systems, but I’ve been yapping for ages how the weekly vault shouldn’t exist… and there’s people who defend its existence.
For M+ to give legit good loot, it cannot be infinitely farmable. It’s that simple. If we want a +15 to give 226 loot, it should be limited to like 2 loot pieces a week (which is the average for raids).
M+'s mere existence causes way too many complications for gearing, I’d rather just remove the mode completely.
