I thought this was one of those unintended changes that happens sometimes, kind of like when flight points were given to people as they levelled.

Have Blizzard confirmed this was intentional?

XP off queue times are longer than xp on

With the introduction of stat templates in Legion, players with XP-gains turned off couldn’t get a significant advantage over players with XP-gains enabled, so we combined the brackets for low level battlegrounds. Now that we’ve removed stat templates, we’ve returned XP-Off players to their own bracket.

I bet those Russian teams are annoyed. Also, weren’t Twinks complaining about Stat templates? It seems you can’t have no templates and be in unlocked BGs.
