Why dont you count people who stopped playing the game completely because they can obtain sets they want. Isn’t player participation already reduced? Survivorship bias.
Example solution:
Just make some currency that people will earn playing the game which will allow to buy old sets regardless of season, even if it will take relatively much time to farm. This will both increase participation and will allow people to obtain sets, and will also create an illusion of a “value”. We already have honor marks or whatever they are called, why not use it for elite sets.
People were happy when mage tower was reintroduced and people are still willing to farm rare staff in raids and open world every week, same could happen with pvp sets (and weapon illusions btw).
The fact that you can not obtain something just because you didn’t play back then is just stupid.
im sure at this point all of you know that im an honest person and what ever i say here is with brutal honesty.
so here my real opinion.
i think Blizzard knows that their game is at the end of its life / and for one of the reasons down here that im going to write they are not trying their best to keep this game alive.
and for me personally is bad news and good news at the same time.
1: maybe they are working on a new project that comes after the death of wow and for that reason they are letting it bleed slowly to death and meanwhile they milk it and making some money with it selling recolors and this kind of things to those kind of players.
2: Maybe they are not capable of the fixing of the problems and satisfying their players anymore.
3: or maybe they know that the area of MMorpgs are over soon in the next few years.
4: or maybe its not making good money for them anymore or maybe they know something that Majority of players and people don’t
ALL IM SAYING IS ; this amount of problems-bugs-complain from their players for years is not normal at all/
for example : fixing the most simple problems of them game is taking so much time for them to fix. when it will be fixed in other games way faster.

the younger generation need to understand you cant have everything.
where does it stop? do we suddenly bring back Corrupted ashbringer and Aetish ?
do the TCG mounts that cost people £1000 + free for everyone because of this reasoning ?
if the reward was achieve 3000 rating and you can buy 1 past set, that would be the only middle ground. it would still be the top 1% of players and still keeping its value
but even then you will still see a decline in player participation , considering we have boosters selling all types of ratings or piloting now
well as far as i have understood his meaning is that he is saying that pvp is not played by most people and hence people who dont do pvp should get the rewards that are reserved for pvp .

Just give people a token at X Rating which you then can use to buy 1 old Set.
There already is a massive decline in PvP Participation what do you even mean, 20+ Minutes for a god damn Solo Shuffle game is not representative of a Healthy PvP Population and let’s be real the current Sets that are legit just the Regular Mythic PvE set but recolourd isn’t worth the investment for PvP either compared to doing a few M+ 10’s for the Myth track.
PvP is already in the Grave with one leg, sticking to some old “Back in my days” type BS is the reason why PvP is where it is.
Meanwhile someone would bother, but he couldn’t because his Job doesn’t allow him to play for a extended period of Time or maybe he has some Personal or even Health related issues and now he missed out on the one Set he ever wanted.
Why should he bother playing PvP if there is nothing that is interesting to him now?
Now you make the Set available again and he hops back into PvP, it’s a simple double edged Sword.
so you agree then some people WOULD NOT PLAY during that season because there is no FOMO
which would make the queue times worse.

but its like i said earlier these zoomers want everything, fine give them everything but dont expect the queue times to be lower than 60mins when all the FOMO stuff is removed
Yes people like you would leave, while others would comeback or even step foot into PvP for the first time, which in turn COULD balance out the Loss of people like you.
