It would be fair enough if someone disconnects from game for whatever reason to be able to reenter game skipping the queue.
even if someone is restarting to apply some addon it should be skip queues.
you will get back to queue if you try to reenter with some minutes delay. if for example you try to reenter after 5 minutes you will have queue again.
this can be improved but Blizzard will get the point 
As nice as that would be, isnt that kind of what disconnecting means. Like the server loses connection with you, so how will it tell if you were the player just in the game or not without some (surprisingly) complicated fix.
I believe that’s what they’re attempting to fix with the restart early tomorrow morning.
i guess that if server disconnects for everyone they can prioritize login for the people that where already playing.
i don’t really know though that was as far as my mind can go on this. the rest is for the devs

literally just had this after a 4 hour queue…and 1 hour of gaming. back to a 2-3 hour queue…
I waited in queue for 5 hours, just got in and immediately got disconnected, welcome to 13k queue for another 2 hours, this is sick…
Also servers are full of afk people, literally full off people sitting @ inns just jumping every 10 minutes on macro and Blizzard does nothing about that…
They fixed that. I just closed game and reentered instantly
It has not been fixed yet. You’re forced to reenter the queue id you get a random DC. Which shoukdn’t happen.
If you manually leave the game yourself and you log back in you skipped the queue from the start.
I am a network engineer and let me tell you it’s really easy to keep track of which player disconnects and how long had it been playing. The account system provides all of this info, along with subscription time etc.

I haven’t had this problem. I have literally quit my game for about 10 or maybe more times yesterday, without having to queue a single time. The same goes for a few other people on my server I know…
