Unbelieveble. We’re almost at 2020 and you get disconected when you use your garrison HS.
Inb4 some sugestions like UI reset, no this still happens after a fresh install, on different computers even. Am I really forced to travel from Boralus to Stormwind portal room and take a portal to Ashran just so I can solo farm WoD dungeons and raids?
Disconnecting when using the Garrison Hearthstone should not be happening. I just tried it out there and was able to use it without any issues or disconnects. I noticed you already tried a fresh install but are you perchance using a particular addon on all the PC’s you tried?
Even though addons are ok to use, they can sometimes cause mischief if they are out of date. As it seemingly works for myself without addons installed, I’d recommend to reset your UI once again but do ensure any addons are not installed again until after you test out the Garrison Hearthstone.
If you do that and it still disconnects you, reply back to this thread detailing exactly at what point the disconnect happens, whether you get an error message/code and also if you get disconnected back to the login screen or character select screen.
Fingers crossed though that running the games without addons does the trick.

As I’ve said, I’m playing on a fresh install, with no addons. What happens is that after I use my garrison HS I get a loading screen as usual, and its always when the loading bar gets to 100% that I get disconected and sent to the login screen; and when I come back I’m at the place when I used the HS, with no cooldown on the HS. And no matter how many attemps I do, I always get disconected after reaching 100%.
And this only happens with the garrison HS, no other HS (regular HS or Dalaran HS) disconects me after using it. This is really annoying because I was looking for to complete that Pepe achievement to kill WoD bosses with Pepe on my head, and a working Garrison HS would help me so much.
EDIT: So I checked and indeed I had some addons installed (TYSM Twitch app) even though I wasnt using them. So I followed your link to reset my UI and guess what? IT WORKED! And was damn fast the loading screen.
So now what? I have to readjust my UI again bc of the reset, or I can simply copy and paste my “WTFOld” folder into the new WTF?

There really shouldn’t be anything in game which causes this. You should be able to hearthstone to your garrison without issues.
Given your steps, could try typing the following in game as this will further reset your characters variables which are mostly saved server side:
/console cvar_default
It’s not much but it may reset any remaining variables which could be a factor here.
I added an EDIT to my previous message explaining what I did to fix it, so hopefully I wont have to do anything more and I can freely use my garrison HS from now on 
Twitch will always try and reinstall your old addons, when it detects a fresh installation.
It irritates me with that.
