Well, the Pandaren would again be slaves to the Thunder King, of course, so he would be their factional leader. Like Jeeku says, it makes as much sense as the Drogbar leading the Highmountain Tauren.

When the characters all start to head in the direction of acting the same then things gradually get a bit boring and bland.
I’m not say we should replace the current leadership entirely, there’s a reason they are where they are now as the main story progresses.
But, Blizz need to do a better job of showing how their vices or individual cultural influences play out on their decision making process more. This is especially true of the Alliance leadership too.
Everyone making the right choice all the time along the same line of thought makes for a boring game and setting. It’s becoming too cookie cutter at the moment with the notable NPC’s that are left and the new ones introduced.
How the current line up of characters behave needs to be diversified a bit better to reflect a bit of personality. Their individualism needs to be more prominent.
Being in an alliance (Horde included) with other races or factions who share similar interests shouldn’t mean by default that they unanimously agree on everything at the end of the day. There should be some points of disagreement and tensions that arise because of this too.
The only character who’s recently broken the mould a bit in this sense (and has not yet been made an outright villain) in my mind is Tyrande. Who’s managed to show a bit of independence when it came to reclaiming Darkshore, and also when voicing her opinion on the peace treaty signed at the end of the Fourth War, on behalf of her people.
A story is only as good as it’s villains, and some of those who could be viewed as villains in a given situation need to operate within the playable factions. Nathanos was the closet we got before he was written off once abandoning the Horde in favour of Sylvanas. Pricilla had she remained loyal to the Proudmoores could have been another example for the Alliance.
The game needs more characters like Cardinal Richelieu from The Three Musketeers, who have flaws and can be viewed as an antagonist, whilst still retaining some freedom to operate without meeting some demise or downfall once they’ve played their hand.
They were touting the morally grey narrative for some time during BFA. But, what we got in the end was still very black and white, considering where Sylvanas and Nathanos are now.
Each decision made by a character should be viewed as a spectrum and seen in a different light depending on the perspective of the observer. Less right and wrong and more decisions and subsequent events that can be argued over. Where some characters will sympathise or disregard more or show outright apathy for given a particular situation or opinion on a matter.
For me our council is out of place, because horde have leaders issues not fixed.
Forsakens who lead them and where they going after Sylvanas, where is their home place, their identitie?
Thrall with all history behind him is out of place character for me, just because he is orc.
There is three characters I feel strong to represent their side, belfs, nightbornes and zandalari trols and may be fluffy Kiro, as their race is new member :).
Baine even he do the good stuff in BFA still don’t shine with something, that rise tauren race in him.
Trolls have their leader shows up at the end of BFA and he also come after long leaderless time.
Horde have deep leadership problems, that’s why and council feel bland.
I still can’t believe what Blizzard doing with undeads… The most tragedy faction in WoW ever.
If I play Forsaken will burn this forum, more than nelfs
All of them are dead villains, soon to be dead villains or barely tolerated villains.
Except Chen, he’s cool.
They are the leaders the Horde deserve. Not those alliance loving pushovers like Thrall and Baine. The whole old leadership needs to be killed off for good.
Even You must realise it would be OOC if those people somehow be back to power, or even takes rule over a faction that they wanted to destroy in the past like Drargul, and decide to throw away their backstory, ambtions and ideas about how to rule to join a council.

- People who already deflected from Horde (Sylvanas, Gallywix)
- People who were thread to the world (Dargul, Jindo)
- People who would isolate themselves from “these dirty savages” (Kael, Elisande)
- and Warlords, who have no idea how to cooperate with other races + would ostracize Green skined Orcs
This is only a tip of an Iceberg tho.
Ah yes, I can definitely see how a Drogbar king represents the perfect themes for the Highmountain Tauren. /s
