Yes, you can have multi-boxers without software. No, multi-boxing is not what is banned.
But most of us when we complained about multi-boxing were referring about the software to enable such a thing.

There are two definitions, one is someone who uses software to play all the accounts at the same time and the other is someone who has multiple game windows open and alt-tabs between them.
