So—the outfit appearance used by Arator is seemingly an altered version of the Eternal Judgement Armor, the Tier 2 Armor Appearance set that was created for Paladins during the 20th Anniversary in 2024.
This is, sadly, not obtainable at the moment. They returned briefly during the 21st Anniversary last year, as well as recolors during the Greedy Emissary event. Time will tell if we see them return again.
The sword was briefly available in a Beta build, if memory serves. It will probably show up again as some sort of reward down the line during the expansion.
