No, the Horde aren’t the bad guys.
Yes, Warcraft is indeed complex enough that it’s impossible to reduce factions to being “good” or “evil”, unless you start trivialising the narrative to make it fit what you want to believe.
At most you may decide who acted better in a particular situation, but both factions have done horrible things and both factions have done good things. A lot of important characters, even those that are presented in a good light, have big stains on their conscience, while a lot of characters presented in a negative light have shown good and relatable qualities at some point.

The Alliance only ‘made’ to do those things so Blizzard can say shades of grey. The Horde are intrinsically the bad guys; Blizzard just wont admit it when it’s obvious to all.
