Sounds to me like it would be a CPU issue since it is rather old at this point and as others have said, since the game runs off very old and messy code, is not the best at utilising multiple cores to full efficiency.
Do you by chance know how it is utilising those cores during gameplay?
Also, don't listen to recommended graphics settings for wow (by Blizzard).
They are horrible.
My PC is recommended a 7 and can easily run a 10 with anti aliasing turned off.
My Laptop is recommended a 4 and has to run at a 2 to be above 30 frames :P
It probably is just your CPU thats the issue since it is pretty old by this point.

It is probably worth playing around with your settings if you don't want to pay for new parts to find what graphics settings to frame rate ratio suits you best for what you can do.

i've tried both nivida's recommanded settings and blizzard's recommanded settings, they both make the game worse
i have 16GB ram and WoW only use 4.5 GB

Yes, but he is still wrong. WoW uses "only 16%" of an i7 because it uses 100% on a single core, and it can't use more than one. A modern CPU with 4+ cores is useless in WoW, while every single other game uses 4+ cores now. That's why other games run perfectly fine but WoW runs like !@#$ ;)
Edit: And I have a Ryzen 7, so for me my CPU is well below 10% while I sit at 30fps in motherlode because WoW only uses 1 of the 16 logical cores my CPU has, while BF1 runs with 140fps no problem. It's a joke.

yeah but if the problem is that wow uses only 1 core then this should affect all people right?
i've seen people playing the new bfa dungeons on high settings and still getting 60 frames, why not the same thing happens to them?

From the screen behind it it looks like you're not inside a dungeon.
Since that is your problem area that would be the most important part to look at.
Dungeons have to keep up with the actions of the other players, the mobs of which bfa dungeons are not lacking, and rendering attack animations/ environment details.
I know it would be hard to get outside of a guild group there to help you, but knowing the numbers like that while you are experiencing a frame drop would sadly be the only way to rule it out.

Newer CPU's have better cores than older ones.
It's not just that they have more cores.
Its that their cores can deal with more stuff on a single one.
I play on a setup with almost same specs, but got my cpu running at 4,5Ghz. Without overclock the game feels slow, so it's definitely your cpu holding you back.
I have i5 7600 and 1060, playing on ultra with few sliders adjusted, getting 60 fps 1920x1080 everywhere, didn't experience any noticeable drops yet. GPU loaded on 40%, so it has a loot of room, I've experimented a bit and my performance was limited by single CPU core (still enough for 60 FPS). I think that your CPU is very old and is a reason of your poor performance. Also might be worth to completely reinstall Windows from scratch, may be you got some malware affecting performance.

I’ve taken the screen in boralus because it’s very similar to the raids and the dungeons (players,npcs moving)
I don’t think the animations and the spell effects are the problem, for example in the underrrot or Waycrest manor which both have a lot of spell effects I can play (underfoot the blood and Waycrest the black thing) I get in underrot around 50-60 frames, and in Waycrest manor 60-70, another example is the final boss of the underrot, I love that guy, when I go to that area I finally get off from this FPS drops nightmare and I can play on +80 FPS, and that boss has a lot of HD spell animations, but look for example to Freehold or the motherlode or shrine of storm,or Tol Dagor, in these four dungeons I get ~40 FPS
Even in the world map I can zoom in when the npcs spell cast blood in nazmir or water in stormsong valley and still not get FPS drops

Yes, because an i7 is still "bad" in WoW. It doesn't matter if you have an i5 with 4 cores or an i9 with 6 cores and 12 threads, WoW will always just use one single core.
The only thing that helps is an ixK with OC to 5Ghz to get more single core performance. Or well, the newest i5/7 with 4.5Ghz+ stock will probably also give you noticably more fps. But I don't think any CPU will give you stable 60+fps in WoW at all times.

Just updating such a big piece of software to use more cores is a lot of work and also nearly impossible to do "right". There sure is some room for improvement, but it's not trivial at all to make existing software multithreaded. Only real solution would be a new engine. Neither will happen though, because both would cost money, and it's painfully obvious they don't want to invest any real money if possible.
Dx12 can in theory give a few more fps, but it simply can't get rid of the single core limitations. Not to mention the current implementation of it seems to rather reduce performance for most people.

It's german but if you look at the graph further down you see that not even an i7-8700K OC @ 5,0 GHz can hold 60fps, that's the best CPU you can get right now in terms of single core performance. Without manual OC it only gets 50fps!
There really is nothing you can do about bad perfromance in WoW atm.

At some points in Zuldazar, just watching the landscape reduced my FPS rate to 28 ,using MSAA 8x.
At the same points, after disabling "Multisampling Alphatest", i had 100+ FPS.
I don't know why this setting was enabled automatically, but it cost me many time spending almost 2 hours reading useless forum postings, that say my CPU is too weak for World of Warcraft.
I have a 6700k @4,4 GHz and a Asus GTX 1070 OC Strix 8GB DDR5, 16 GB DDR4 Cosair @ 3000Mhz; more than enough for wow!!!

I have the same problem really. When I'm not in dungeons WoW runs at 60+ fps , when I'm in dungeons it goes down to 30. THE MOTHERLODE especially , hate that place. For example if I get queued into Shrine of the storm I'll get like 30 fps outside and I have to reduce all my settings to max low. But If I go to the Shrine of the storm Zone in Stormsong , still 60+ fps. WoW is full of weird Issues.

8700k 5.0Ghz, 1080Ti OC'd to 2k MHZ, SSD, fast ram.
It's a disaster.
I got a i7-8700k and a gtx 1080 ti and my fps on all maxed graphics is about 100 average, but in Boralus it drops to 50-60. Everywhere else it's +100 or more though.
Nvidia users that use gsync are forced to use dx12 even tho driver hotfix for gsync came out, gsync in dx11 is buggy mess cos its syncing randomly to mouse when moving camera or cursor around not a wow issue, altho they should bring back fullscreen exclusive cos gsync in fullscreen exclusive does not suffer from this bug, while nvidia needs to fix there gsync.
Gsync works perfect in dx12 btw there few weird fps drops tho think they are mostly addon related.
