Well no but don’t you basically have a perma slow and you’re halving everyone’s haste? Maybe its difficult to keep it up on multiple targets since I don’t play DK, but doesn’t look like it would be?

Chains of icy costs rune so if you gonna spam it on all 3 target you are not going to be that offensive considering that it doesn’t even give runic power. Yes haste part it’s really annoying for some somes specs, but not as good agains others. Also HS was good in both offensive/defensive way, since it was universally increasing cd of everything.
In the end one unhealthy talent was changed with other, eventho I thought that they were removing HS because it wasn’t healthy for a game

The problem isn’t just bitter chill. While it’s a big offender, there are other problems like adding strangulate and even a pvp talent that gives 1 extra death’s advance/death grip.
Overall, an FDK’s toolkit for utility is becoming a tad too strong. I think it’ll enable a lot more different comps to be played by DKs (not fun to be pigeonholed into only 2 comps), but those comps are going to become overwhelming. And unholy looks like it’s going to become really tanky in RBGs with the virulent plague talent.
The spellwarden one doesn’t look that great though, seems like it requires using the weapon enchant for it which has a really low proc rate, and you lose damage from doing so.
And FDK’s damage looks like it’ll STILL be too strong in the burst, and too weak in the sustained. Which is just going to amplify the problems of the increased utility, including strangulate.
Simply put, DKs are going to become too oppressive design-wise. All they needed was better sustained, better survivability, and nerfing the burst. That was literally all Blizzard had to do. If they had done that then it wouldn’t have even mattered that heartstop is getting removed. Instead they go and create new problems by overbuffing 'em elsewhere…

Oh? Alright, guess the description of it was wrong then (says to increase the effect of rune of spellwarding by 100%). Guess that’s a problem too then. … Great.
Anyway, FDKs are getting too fleshed out in the utility with all of this, and for some reason bringing in an RNG magic absorb which is just annoying for opponents and won’t proc when you want it to as a DK.
It’s a mess.
dks got a lot of good pvp talents, strangulate is so good and can be used with asphyxiate now on unholy, necrotic wounds too maybe with necromancer’s bargain. Raise abom probably not worth picking anymore since we have so many good options now.
I didn’t expect them to bring another unhealthy talents after announcing of removing HS, which was a big hit for fdk, but understandable from pvp health pov. But then again fdk had Icy touch since wotlk which got pruned in legion and got replaced by HS.
Why mention unholy? They’re still not dealing with its damage output being subpar, it’s just making 'em tankier when there’s a lot of targets being healed i.e. in RBGs. Frost will still be preferred for arenas.
And the problem is the combination of everything, the bitter chill talent, spellwarden that apparently won’t need the rune enchant, 2x death grips with 2x death’s advance and so on. It’s not that hard to keep slows up on 3 targets, although it gets a bit harder when there’s one that can get rid of slows fairly often. And on top of that, strangulate (not like they can use all 4 of these at the same time, but them being there as options makes 'em too varied in what they can do utility-wise).
Do now worry, blizzard is quick when it comes to dk nerfs if everything will be as bad as you are describing.

If you have 12% haste so 12% of that 12% is 1.4% haste lol. 1.4% haste reduction is nothing really. Sh1t talent.
it’s flat 12% reduction and if you have less than 12% you have minus haste.
Only good thing for the DK buffs is that they make look WW not like a complete useless melee to play with, if you get the chance to play with a dk
