Every time I start the app I get this problem, preventing me from playing any Blizzard games.
I started getting it 2 days ago. No matter how many times I close the app and start it again, the problem lingers. I have restarted the computer too. I have uninstalled and reinstalled the app, and deleted the Battle.net folder.
What do I do?
All you need to do is update your Adobe Flash and it will work.
I doubt Flash is related to this as I personally haven't had Flash installed in years. More likely cause is that you have some sort of third party firewall or security software blocking some of the connections the launcher needs. If you have some such software make sure it is not blocking the connections or uninstall it.

thanks for contacting us on this one, and indeed this do seems like something that Grelier explained. Could you please try to work your way through this list and ensure that your antivirus and firewalls have the ports and programs set to be allowed.

Blizzard should not be making Adobe Flash a mandatory requirement anyway.
Especially as it is now regarded as an unsafe and insecure platform due to all the security holes its had, and may still have.
Why do you think Chrome and Firefox have gravitated away from Flash videos, and implemented HTML 5 video properly...

I did all of that. Did not work. I can access the social, show, news tabs. But as soon as I click the games tab I get stuck at "Blizzard agent went to sleep. Attempting to wake it up..."
This began after the latest maintenance. I have reinstalled many times. Deleted cache and folders.

Oh well the flash thing fixed it for me but good luck hopefully you find a solution.
I too have same problem. perhaps the lancher has been updated. try turn on automatic update..

tryed to launch wow.exe instead from c: and i can login byt athenticator question turns up. but not code being sent.

Were you always using mobile data or did you switch only recently? Depending on your operator they might have restricted traffic on mobile data.
na the operator had net freeze and wont change anything on summer hollydays.

Yeps this did not fix it self..
I tryed to remove battle.net folder. and relanched battle.net and now it works. files must been corrupted. time to repair laptop perhaps :D

Also good sidenote: If you just wanna play, and you're not in need to update your game, you can just start Wow the old fashioned way. Find the Wow Folder and just double click the wow.exe. It'll ask for your bnet passwort and authenticator code but you'll be able to play. (As long as no new build comes out).
@Kisse: Wow Client doesn't send a authenticator request by itself. You've to go to your authenticator app and click on the lower link which should be called something like "Put in code by hand" or something like that. You'll then see the 8 digit code which you can put into the auth window in wow.

And @MVP/Blizzard as a more technical versed person i can confirm that like Snorrï already said, all the Help Articles related to this issue doesn't really help.
I found the Secondary Logon Service disabled from time to time (even on a freshly installed Windows 10) but turning it back on doesn't make a difference (yes, even after restarting the PC).
Sadly i don't understand how the agent and the battle.net app are interacting with each other but on some rare occasion something went horribly wrong and i have no idea what and why.
(Not working for me on my freshly installed Windows 10, but working for my friend with freshly installed battle.net on another pc just fine.)

sorry I wasn't around, thanks for doing the steps and checking this further. It is a weird one for sure specially as it would need - as per Nevotheless tested - a deeper Battle.net Cache deletion plus the compatibility step is just adds to the weirdness.
Nevertheless can we check if this works for anyone at this point? :
*Logout from your Launcher and then close it down
*Go into Start > Search and type in %LOCALAPPDATA% and look for Battle.net, Blizzard and/or Blizzard Entertainment folders. If you don't have all 3, that's okay just delete the ones you do have.
* Then do the same for the following paths as well: %APPDATA%, %TEMP%, %PROGRAMDATA%
After that try to disable Full Screen Optimization:
*Open the game's installation folder
*Right click on game's Application file and select Properties
*Click on the Compatibility tab
*Check the box for "Disable full screen optimizations"
*Click Apply, then OK
Hopefully this will help a bit!
