Satchels not shown after queueing

Not receiving satchel of cooperations intended?

I have tried two runs in a row now not receiving satchel of cooperation when queued up as tank or healer. I was reading about it online, and the reason were accoring to these if someone declines first pop, and the next pop the bonus is not there anymore, or if someone left during the dungeon and requeue. I tried joining a HC as a tank, no one left, the bonus was there right as I enter, and after the run I didnt get anything because there were no longer need for a tank. Is this intended? Tryin…

Can you stop the bait and switch with satchel of co-operation

Seen this about 5 times this week, where I see the satchel available for healing or tank. I switch to the alt that can and queue. Only to find the satchel becomes non existent as the queue pops. I do not have any need to do crappy HCs or LFR on any of my alts. The only reason I would queue is for the satchel. Conning me into a queue then taking away the reward without even telling me is wrong.
