Hello! I and a lot of other people suggest Blizzard to make WoW Classic Hardcore servers.
Addon is antisocial, so if you make special server with one rule: “If you die, you die forever”, it would certainly be incredibly successful
Those, who like addon’s restrictions could continue using it.
I would like to add only one restriction - people can group only within 5 LvL range, but it is just my opinion.
I hope you will be clever enough and perform that all people expect from you.

private servers are great if you like mini games
I think they will do it. Wasnt there a line of code recently discovered that they quickly removed suggesting it?
They need to do it right though and think it through thoroughly. People may have different ideas of what HC should be.
