Id say with legion they set an almost impossibly high bar that they are not likely to ever reach again.
It wasnt a perfect expansion. But it was very close.

English people must be poorly educated then.
Not a huge shock to be honest: those responsible for the “should of” mistake are often native English speakers.
Its not about a lack of education or mistakes.
Language is an ever evolving thing.
If the speakers of a language do not talk acording to texbooks, its the textbooks that are wrong and dated.
i consider Shadow Priest at its best design since catalysm. the only issue with Shadow early on was Simply, it didnt do enough Damage.
eeeh. i dont think many speccs need actual design reworks, maybe lots asking for Design Reworks. but that doesnt really mean they NEED one.
most of them only require tuning.

My point was more that Blizzard seem to be lining them up regardless. So they seem to view their own class balance as still being far off target.
I mean, ideally the volume of class balance changes and re-designs coming from Blizzard should be low, because that indicates that they believe everything is in a good place.
If there are lots of class balance changes and re-designs being made, then that sort of indicates that Blizzard are busy putting out a lot of fires, so to speak.
But as players we of course like the attention that comes with class balance changes, so it’s both good and bad I suppose. Like doctors, then we like when they patch us up, but we don’t like needing to be patched up in the first place.
Enhancement, Havoc and Mistweaver do.
