In that case Blizzard needs to censor/ban all city names as character names without exception and not just the capitals of countries (and even here they don’t cover them all. Not even in Europe). Good luck with that. There are also people with said name on US realms.

Because its also the name of a city near the capital of Bavaria and given Germans have the HC as part of their basic education one can make the difference between the CP and its history and the City itself. In Polish language it means “<someone, put here who like name etc.> is peeing at this very moment”, and it is not the worst in WoW you can see in Polish Language context i.e. cruse words are also there.
But on a serious note - it would be next to impossible to find name that wouldn’t mean something in other language - so I guess devs are checking all names etc in supproted versions of WoW but not all languages in the world.
Of coruse naming your char in a way it would break the reules i.e. naming after dictators or contretation camps should be rewarded with ban or rename.

It is sufficent punishment as you are told to change the name .now if you insist on keep changing it to the same name that they are telling you to change .yeah then harsher punishment is very much warranted and acceptable

I had zero idea of any of the things the OP said about it, and with a region with so many languages, how are you suppose to keep track of all this? There are normal words in some languages(or names), that are offensive in another. It’s pretty obvious Blizzard can’t keep track of this unless you tell them spesificly and they can evaluate it.
We do not have a random name generator for the european servers for this reason, as far as I know. There is a chance the game itself would have generated an offensive word in some random european language.
