Sadly, Archmage Karlain still can’t be found. The golden diamond position marker floats between the entrance hall of the Violet Citadel and the area of the Underbelly where the entrance to the Warlock’s Order Hall is located.

It obviously is a phasing problem, I have similar issues with two different quests on the same character and it is not apparent to me what I have to finish/resolve to get the phase to where it needs to be.
I’m sorry to say this, but the phasing in this game is atrocious, it’s more of a hindrance than anything else.
Phasing ought to enhance immersion, instead it breaks immersion.

he does appear, only he is 27 yards in the wall and down. you just cant reach him to turn in the quest
Just to close the loop on this, the issue here was determined to not be a bug, but rather the result of phasing involving the start of the new campaign in The War Within.
Just keep following the main campaign, and you’ll eventually return to the normal phasing and be able to turn in this quest as well.
