Just enter arena skirmish.
I reported the problem through a ticket. The answer I got was that they are unable to remove it manually and I should write a bug report =P It seems I will forever be a pirate unless 3 other people decide to join the infinite queue for the arena skirmish at lvl 60.
Edit: I found the problem. I had my experience eliminated that’s why the queue for skirmish never popped.
I have been cursed with perma low res pirate costume as well, and it’s WELL PAST the Pirate Day. I guess I’ll submit a bug in-game, even though the blue poster above doesn’t give much hope for resolving it. This easily gets the reward for being one of the stupidest things in this game ever.

i had same problem. i had costume on 3rd day already. thank god i read comments here 
rated arena 2vs2 helped me. thank you for tips :))))
3 days later and I still run into a lot of players who are still wearing the costume. I send a tell to every single one of them offering the arena solution. Not everyone think to search for an answer. They are so thankful.
This is unacceptable Blizzy. A 12 hour buff that has not yet been removed. That only people who think to search for a solution MIGHT find, which is entering a PvP instance, which a lot of players do not want to do. Do better.
Blizzards new way of forcing people into PvP I wonder.
They regularly try and force people into PvP, with quests, achievements, etc. This would be a new low for them however.
I have exactly the same problem, i can’t get rid of it
