Because you got blacklisted, you mean? It’s important for a Classic realm to keep tabs of scammer guilds/players and server reputations.
That does not mean I’m in favor of the premade mafias, that’s a whole different context.
If the OP is a ninja looter or scammer or whatever, and him and everyone like him repeats that behavior with each new name if Blizzard would hypothetically have a name change alternative available, and stays out of guilds to avoid “ruining the guild” during that time, then the consequences would be that people’s implicit trust levels in guildless people would drop like crazy, even worse than it already is.
Being able to recognize others matters in this game. For many reasons, not just to keep tabs on the scammers.
The amount of time and commitment it requires to get around that with either a new character or by migrating to a different server, helps discourage people from thinking so lightly of scamming or ninja looting or whatever.
So there should absolutely not be an easy way to change your name. Even though it can be done with the help of many others reporting you for a bad name, but even that has an escalating punishment if you keep triggering the automatic “punishment” over and over again in a short amount of time.

Delete the character you want renamed, create new character with that name, restore the old character, rename it since your name is already taken.
You can’t do that on retail, so I’m not sure if you’d be able to do it on Classic either. I had a Miylee on Twilight’s Hammer, then I deleted her to move Miylee from Darksorrow over to keep the name. I can no longer restore the other Miylee because a Miylee already exists.
Also, if somebody has your character in their friend’s list and you change the character name, the name they originally added is automatically changed to the new one.
I can confirm that about retail. I guess it will be the same in classic tho.

This is true the name isn’t released until 30 days after you delete it if you transfer it to another server the name is locked for 90 days
The only way to name change in classic is to create a character on a different server with your current name, transfer your main to that server (you will then be asked to change your name as there is a character on this server with this name already) then transfer back to your original server with your new name.
