I hope that Blizzard will allow for character transfers between WOW accounts on the same Blizzard account (same name accounts).
Do not allow transfer between different Blizzard accounts, as that would allow character sales.
Character transfer between “same name accounts” has no negative impact on the server or gameplay, but it has a positive effect for people like me, that have multiple lvl 60 characters on one account.
I would love to play my priest and warrior at the same time, instead having to log in and out to access each toon. I am willing to pay both for the character transfer, and for an additional subscription to achieve that.

So it is a negative impact on the server and gameplay when people can easily runa round and level or whatever while multiboxing a lvl 60. Maybe not so much on PvE realm but it certainly is on PvP realm. The only thing that makes multiboxing tolerable is that it’s very rare.
My warrior alt loves the company and run speed buff of my 60 hunter when he levels 
I pay for two accounts, I deserve the advantages it gives me.
PS: I don’t use any third party software, I only alt+TAB between the WoW windows.

Dual logging isn’t different from levelling with a friend, with actually two disadvantages, you have to pay for the two accounts AND you have to control the two characters.
So please, tell me how my hunter boosting my warrior is different from my friend’s hunter boosting my warrior.

He was talking about doing illegal activities on one account then transfer the fully equipped character to his main account, reducing the risk to lose all his characters if he gets caught.

I can even tell you more Blizz does not always ban for bots nowadays. One of chaps from guilds had 7 day suspension for bottling in classic hahahaha
