Hi i have a lvl 10 monk twink i want to farm the chromie scenario for timewalking badges but the image of chromie in dalaran or the chromie from wyrmrest accord won’t give me any quest…I have completed the order hall quest ‘Take it up a Notch’…What should i do? 
Are you in Chromie Time? My first guess is that the quest is just not available at level 10, even in Chromie Time.
Wowhead says that the opening quests require a minimum of level 45.
Now, it could be that Wowhead is wrong about this, but maybe not.
There is also a comment here
about completing the start of each of the four Legion zones, which another comment says is incorrect.
