              My account was blocked when I filed an appeal, and I can’t log in to write a message. Please explain to me why, on the American support forum, Blizzard employees help solve the problem instead of closing the topic.

As Punyelf mentioned, the forums are indeed not the place to talk about account actions.
You should see a note on your previous topics with further details.
Each case is different, and referencing cases from another region and with a different context than yours won’t bypass the Code of Conduct. What was done in the topic you referenced is not applicable to you or to most account actions, reason why your topic was closed.
Please note that the Code of Conduct is the same in the US Forums, and bar exceptions topics related to discussing account actions or requesting reviews for such actions are not tolerated.

I can’t restore my account using the methods in your link, as they don’t work for me, every time I see an error with the number BLZBNTTAS00000006.
I would also like to know why the rules on the forum are the same, but the case from the American forum does not apply to me. My first ban was for the same reason, and I cannot imagine why I received my second ban. This is not the American forums. They generally have a minor leeway to explain bans… If they so wish. They are not obliged to do so however, and sometimes may entirely lock or ban the threads involved.
They are not required to honour any such request due GDPR, your account details are privvy to a lot of sensitive information that they may not share on a forum. Some details, doesn’t matter either region may not be shared anyway.
