In ffxiv you can only give someone a comm you randomly queued with using the RDF. The chance of being queued up with a possible comm seller are just about zero.
I agree 100% with you on that one.
However ffxiv has managed to make this entire system absolutely abuse free. You simply cannot abuse it as hard as anyone might try, it is impossible. There is no way. Look into it if you’re curious!
Then again, I…kinda don’t have faith in Blizz to implement it in a way it cannot be abused like ffxiv did so ultimately you are right.

yeah pretty much, considering trial accounts can still party up with people and making a new account doesnt cost anything but in game gold now

look at me i do " recruit a friend " for the mount every year… i just make 20 accounts

I can’t help but feel some people will also maliciously down vote though.
Just a little anecdote that somehow earned me all 7 commendations from my raid group.
I entered a raid as a black mage (raids are 24 man split into 3 groups of 8), anyway, stupid me forgot to repair my gear beforehand. I was doing really darn good until I fudged up and died.
And then the worst possible thing happpened.
My.gear.broke.
Which basically means a wet towel could kill me. And oh, it did. I was rezzed, I went back into the fight doing my best until the boss glared at me and I died. I got rezzed, did the most dps I could before the boss breathed into my general direction. I died.
This repeated I kid you not, 25 times. Unlike in WoW healers can rez players in battle at any given time. So I died about 27 times on that last boss. I like to think I got those 7 commendations for gritting my teeth and trying to do as much as I could in the short time frames I had between dying, I also apologized profusely so many times.
But I think those 7 comm’s were just pity comm’s. Whatever I’ll take them xD also they made me feel a little better about the whole fiasco.
Now I compulsively check my gear in any game I play before entering anything. Not making that same mistake twice!
I guess this is also a little anecdote about the ffxiv community as a whole. No one berated me, nobody was toxic. They just laughed it off, joked about it (in a non mean way) and cheered me on to keep going. This would def not have happened in a WoW raid.
Then force them to be positive by only allowing them to upvote if they choose to use the system. Their only tool to be ‘malicious’ then would be refusing to vote at all.

Why do you need some kind of new system for it?
Chat, mail and whisper exist and works perfectly fine for saying something good about someone. You can even send them gifts if you want to go even further to reward good behavior.

A huge difference is that a commendation system does not make you interact directly with that person. Whether that is good or bad aside of course.
these systems are good in theory but in practice are either useless or toxic.
a useless example would be Overwatch’s endorsement level. It means literally nothing. I bounce between level 3 and level 4 endorsement and it doesn’t mean or do anything. I see toxic people at max endorsement (5) and i see chill people at 2 endorsement all the time.
a toxic example would be ebay’s rating system, where you’re a completely trustworthy person and you’ve done literally nothing wrong, but because you haven’t lived on the website for years, you have 1 reputation and people assume you’re a scammer.
besides, i don’t need to be rewarded for ‘good behaviour’ - im not a dog or a small child.
Not in ffxiv.
If getting a simple “Hey you did great, thanks!” is making you feel like a small child or a dog you got issues.
