so i got the permafrost talent and it is supposed to slow for 11 second but it sometimes slows for only 2-3 seconds on mobs same level as me, or sometimes it doesnt even slow when i aoe farm
ok i think i figured it out the reason behind the bug, it only happens after i cast blizzard. i think blizzard’s slow and cone of cold’s slow doesnt stack. feel free to reward me GMs 
I thought the duration of slows never stacked?
Blizzard slow is 75%, CoC slow is 60% so CoC slow does not affect a target already slowed by blizzard because “a more powerful effect is already active”.
That would be my guess.

The Mage AoE levelling guide over on Icy Veins states this… " What you need to take into account, is that because 
Improved Blizzard’s slow is more powerful than 
Cone of Cold’s with three points, you must wait for Blizzard’s slow to fade before using Cone of Cold, if you want to slow the enemies with it. This should not be a major problem, as you can simply run around for a little bit while enemies are slowed to a crawl."
As already stated, I would assume the slow is more powerful even without the improved talent points.
ok i didnt know this bug was intented. since nobody wills to use only 2/3 improved blizzard or wait for blizzard’s slow to fade.
