Cant start the quest, is it not in the game? The soggy note is visible but cant click
It doesnt start at that place mate. It works for me.

You need to first click on a scroll that spawns randomly on various locations within the three pirate boats in southern Stranglethorn Vale.

I found the scroll on one of the boats and got the 14slot bag in the end. So it does work
Friend i m exping with looted this first, after that, we spend 30-40 looking for another one for me 
I can confirm, it spawns randomly on pirate boats.
Askin other friends, most commonly found on the first boat ( slightly separated one ) - between canons - middle part of boat
- on the box in the lower part of boat, right next to stairs
Definately works, completed it my self.
