I think it’s a simple replacement using hash or something like this. Someone with too much time tried to say all the different combinations of letters and observed the result using character of other faction. Then wrote addon to automate it.
These are not implemented features in the game and your statement is also not accurate. Battlenet allows you to add the other faction whereas the programs you listed require you to know the information beforehand to communicate with the other person. This rule is outdated and anyone insisting on it being enforced is petty.

It’s not against the ToS anymore than getting /spat on, and I’ve had alliance players telling me they “LO V E ME” for years.
And it’s not an addon, someone has just figured out the algorithm. Just google it and you’ll find several phrases you can say in game that sound like jibberish, but that players of the opposing faction will understand.
I personally have 2 macros saved that say either say “No killing” or “Run allis, mohaha”.
The translations are VERY poor and hard to do and most words and sentences CANNOT be done at all. Some FEW phrases can but albeit poorly, and it only works one way each.
I mean hell some of it is obvious like when a horde says kek, it means they’ve typed in lol
etc
and no, to that absolute melon of a warlock, it’s not done by addon.
Judging from several threads I’ve seen I believe it is possible. I don’t play on a pvp server so we have way more alliance and I barely see horde so I can’t test without making a new character elsewhere.
