Posts are flagged by other forum users when they feel that the post is inappropriate. The flagged posts are reviewed by moderators and actioned accordingly.
The majority of the time this involves silencing of the forum account so that you cannot make posts - this can range from temporary silences of varying lengths up to and including permanent.
As long as you keep your posts within the Code of Conduct you needn’t worry about penalties on your account
