You’re right it was nerfed in PvP. The 7s are in his mind or maybr in world pvp where all mods aren’t active.
Stealth itself is a major game changing mechanic since it allows for you to decide your fights and have initiation.
It should come with drawbacks, like all such powerful abilities do.
It should make you slower.
Subterfuge shouldn’t exist. If you get caught out of stealth, you should be punished. Equally, removing subterfuge would force rogues to decide which opener to use and who to cc, rather than cc everyone in distance.
