Does more people getting 15hks a week because wsg is more fun have value voor premade rankers?

I dont quite understand what you are trying to say but i will attempt to answer.
Briefly, the more players have 15 hks the higher number of rankers on your realm. The amount of slot for each bracket entirely depends on the amount of rankers on your server.
That is to say that if every casual player at least attempted getting 15 hks every week you would have more slots in each bracket. In other words it is of great value for every ranker .

Not really, the amount of people who would do wsg who don’t have 15 weekly hk’s at the moment is most likely very small.
One can certainly hope so.
I have a very large guild. And many people when done with AV would queue for wsg. And where there otherwise would be a weekly activity they soon, after a few matches decide not to go wsg again.
It is easily dozens of people just in my guild who would easily get 15hks weekly if wsg was more fun, but get 0hks now.
On this character I’ve gotten my 15 HKs exclusively from running to MC/BWL since they changed AV. WSG is more fun when you don’t have mana so I do WSG on my melee alts.
Yeah, got a few ranks from just pve instance travel myself.
But recently I can say I will not regularly get to 15hks from instance travel alone. Some weeks yes but many weeks not.
Perhaps there is a solution to “force” hks onto a larger population 
I know some of the serious rankers on my server has set up a weekly 15 HK mini event where they have some dummy horde characters set up for people and their alts to kill and get their 15 HKs on, I think, I’m not exactly sure how it works 
That works very easily. having a second account just to spy, set up activity on the other faction is a small investment compared to the time investment in ranking.
