Does PTR require an active retail account?

Because i cannot see it in my classic account and when i create a PTR character it automaticly goes to my retail account which is out of subscription.

I don’t understand, how can going into the Classic PTR go into Retail?

Also accounts without any time have no Classic PTR showing.

Go into your Account Settings and press Crate + Create a Public Test Realm (PTR) account to access new World of Warcraft content before it goes live.

at least I think this is your issue

You can’t do that on an account with no gametime.
