Wait for FRESH realm to be released and everyone start over again. Probs will happen before or @ TBC release.
There have been a couple of servers mentioned in the past, RP ones I believe, where there still is a lot of leveling and dungeon activity. If you are really new you would do well in finding out which ones they are and roll on them.
Most servers are done with low level content by now. Regrettable but understandable.
For gear you can already hop on MC/ZG/AQ20 pugs all over without having to grind for pre-raid gear anymore. But if you like to experience all the pre-raid content, find one of those above mentioned servers.
