Am I misremembering things? Shouldn’t dragonkins in southern Dustwallow Marsh as well as those near the Sunken Temple in Swamps of Sorrow be elites? In what patch were they reduced to normal type?

They were changed in TBC.
It might be another bug because it seems to be the dragonkin type only thats not elite
These were changed to non-elite sometime late in Vanilla, I think 1.10 or later. You can check Wowhead comments from Vanilla for these quests, people mention that these are no longer elite.
I have memories of solo farming the green dragonkin for skinning around ST back then, and they were not elite at the time.

I just checked every patch(including minor ones) on WoWWiki can you be more specific on what patch it was changed in? Relying on memory is no use.

As of patch 2.3:

They have changed Black Dragonspawns, Black Drake and Black Wyrmkins to non-elite

The quest now awards 7900 experience points, instead of 5450
Edit: From what I know elites were changed in 2.3 only
