Every Player have some issue for drop legendary

Hello Dear Blizzard
i have some issue and other player have same issue
i try hard to get my legendary and this week my 12th week i defeat Heroic Mode
and i try with 2 different character and same thing
i use Bad Luck Protection Greater Ember of Fyr’alath and Lesser Ember of Fyr’alath

Ye its impossible to get, RNG gated Legendaries are terrible game design, its no longer 2005, there are other more creative ways legendaries can be introduced to the game without Them loosing the “legendary” meaning. Sure I get the weapon 100% at some point, but what is the point when there will be new expac at such time? It will just be another Transmog/item in my bank.
