Fix [Improved Blizzard] talent

This talent should add a chill effect on Blizzard hits, however the first blizzard tick does NOT occur when the spell is casted but like 1 sec after, which is kinda stupid as it is unsynced with the visual Blizzard animation but it is blizzlike so nvm, but the chill effect has a further delay which basically means a player with regular run speed (100%) can get past the entire Blizzard radius without getting slowed, plus if the caster dies after first blizzard tick, no chill effect is applied at all even though the combat log reports:
enemyname suffers XX frost damage from playername’s Blizzard
so I wonder, why is the chill effect being added after X seconds instead of coming with the actual Blizzard hit?

This is fake lag / spell batching working as indended. (all though its not like it was in vanilla - it was added as fake lag to make you feel like its 2005 again.

So whats the sense of that talent at this point? If one has to wait for the tick delay + the chill delay it’s basically wasting almost half the channeling time, useless unless the targets in the radius are already rooted or slowed (but then again why would you need to slow a slowed target?). Also with this huge delay one player can safely get away from the radius after barely 1 tick, the remaining ticks/damage just go wasted

plus I have tested it several times, dying after dealing just 1 tick of damage will produce no chill effect at all, its not just delayed its negated entirely

Ultimatly it assumes everyone has poor internet, spell batching back in the day wasnt so obviously because our computers were slow and our internet was too. You just need to be more predictive for this to work as intended. PVE its fine, pvp its pointless as you stated.
