After testing Freezing band, i’ve come to conclusion that freezing band can’t proc
thru mana shield or Ice barrier.
I was wondering if it is supposed to be like this. If that is the case then it’s utterly crap ring.

All you want that overpriced ring for is the damage not the proc, can cause quite a bit of trouble if aoe farming and the proc goes off…
Pretty sure this is “by design”. Just like you can’t get dazed with Power word: shield up.
It’s a shaman ring.
